Meeting Minutes
Regular Meeting April 15, 2013
Lower Level Conference Room 6:30 P.M.
First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Littell & Blessington and a resident.
First Selectman Mailhos led the Pledge of Allegiance.
Approval of Minutes:
Selectman Littell moved to approve the minutes of April 1, 2013 as written.
First Selectman Mailhos seconded the motion.

Selectman Blessington moved to approve the minutes of April 10, 2013 as written.
First Selectman Mailhos seconded the motion.

First Selectman Status Report
First Selectman Mailhos went over the updated report:
*Senior Housing Phase III – Senior Housing Cottages – the Housing Authority met in March and are now requesting to transfer $3,000 from the remaining EDI funds, however, those funds are already budgeted for. First Selectman Mailhos attended the Housing Authority meeting last week and discussions were held on a new funding source that application is due at the end of May. The Attorneys are working on finalizing the agreements so they can pursue the funding.
*TOB Roof RFP – The Town meeting was held last week and was voted to move ahead with the project in the amount of $70,000. The project will be awarded later at this meeting.
*Performance Contracting – The working group will hold a meeting on April 30 to discuss the plan. A public hearing will then be held to determine of the Board of Selectmen should move forward.
*Recording Secretary Job Description / Pay Rate – First Selectman Mailhos has received feedback from the Housing Authority and will be in contact with the Planning and Zoning officials this week.
*Fire Department Consolidation Consideration – First Selectman Mailhos attended a meeting at Willington F.D. #1 a few weeks ago. She plans to attend WHFD’s meeting, but is the same date as the Annual Town Meeting. She is hopeful that she will be able to attend the meeting at the Hill Department afterwards.
*Loves Travel Truck Stop – First Selectman Mailhos stated that she drafted a letter with the help of the Town Engineer, which requested to address many issues that the truck stop could pose if it were developed. She added that she would like to hear what the residents have to say and perhaps the Selectmen should comment. A public hearing will be held tomorrow evening at 7:30 at the Town Office Building.
Public Works:
Lynn was off because she had worked on Sunday at the Transfer Station. She caught three more people trying to dump on Sunday who were not residents. The crews are sweeping this week. Last week, the crews did some cleaning at the library to prepare for the Touch A Truck Event, which was this past weekend. Kelly Trueb added that the Fire Departments participated in the Touch A Truck event and it was well attended.
Old Business
- Fire Department Consolidation
First Selectman Mailhos stated that she will plan to attend the meeting at Willington Hill F.D. after the Annual Town Meeting.
- CCM Prescription Drug Program
First Selectman Mailhos stated that she signed the contracts to move forward with the program. The cards will be mailed to residents at the end of April, and they should see them in the mail by the first week in May. Kelly Trueb asked if a public notice will be sent out. Robin Campbell stated that a press release will be sent out in the Reminder as well as a public notice. Extra cards will also be available in the Selectmen’s office as well as Youth Family & Social Services.
New Business
- Award Town Office Building Roof Contract
First Selectman Mailhos moved to award the Town Office Building roof repair Contract to Quality Roofing as per their bid of $58,078, not to exceed $70,000 if damaged wood surfaces exceeds 50 square feet.
Selectman Littell seconded the motion.
Vote: 2 Yes (Mailhos & Littell) 0 No. 1 Abstain (Blessington)
- “What Willington Means to Me” writing contest
First Selectman Mailhos stated that she would like to publicize the contest as we have not received any submissions as of yet. So far we have received “YES” RSVP’s from past Selectmen to be judges: Tom Smith, Tyler Millix, Wayne Knight and Dan Avery. Elizabeth Robertson will also be representing the teachers to judge the entries.
First Selectman Mailhos encouraged everyone to submit entries for the event. They can be mailed to the Town Office building at 40 Old Farms Road, or emailed to Tish Ignatowicz: TIgnatowicz@willingtonct.org. The deadline, which is April 23rd, is fast approaching.
- CL&P primary circuit upgrade
First Selectman Mailhos stated that a public notice has been sent out to advise residents of the upcoming outage. CL&P has sent out post cards to notify the residents of the outage as well. Kelly Trueb stated that she also received a phone call in addition to a postcard.
First Selectman Mailhos stated that this is not classified as an emergency closing and suggested using the day as an office clean up day to employees, even though the building will be closed to the public. She wants to give employees the option to work that day if they choose. She added that WHFD will be open for April camp and will be running on generator that date, so employees will be able to go there to use the restroom if they choose. She added that the water in this building will also be available to flush toilets and run water because the water system which is located at the Senior Center will be on a generator.
First Selectman Mailhos stated she could offer employees to make up the time during the week (if they choose to take that day off). Selectman Blessington said we can offer it as vacation or personal leave for those who do not want to work that date. Selectman Littell also suggested to let them have the option to not work and not get paid for the day if they choose so adding that there are a variety of options that they can choose. First Selectman Mailhos stated that is fair to offer these options.
Good & Welfare
First Selectman Mailhos stated that she attended the CCM day on the hill to hear about the upcoming Governor’s budget where a press conference was held. She added that she was preparing a letter to send to Senator Guglielmo and Representative Bryan Hurlburt about her concerns, when she received a call from Rep. Hurlburt, who notified her that he is resigning and his last day will be this coming Friday. He is going to be appointed to be the Executive Director of the Connecticut Farmer’s Agency Bureau. First Selectman Mailhos added that a special election will be held in June to fill the vacancy.
The Annual Town Meeting will be held next Tuesday, April 23rd.
Windham Arts Council was recently at a WINCOG meeting. The Council is looking for a representative from Willington to serve on their board. If anyone is interested, please contact the Selectmen’s office.
First Selectman Mailhos received an email from Willington resident, Steven Ortiz, who was recently awarded the Ellis Island Medal of Honor. She congratulated him and stated that she has invited him to come and meet with her to discuss.
First Selectman Mailhos stated she is aware of at least three Willington residents ran in today’s Boston Marathon, Rick Fox, Doug Roberts and Sarah Zanardi all finished the race prior to the bombing and are safe. She extended her thoughts to everyone who was affected.
On May 4th the Willington Senior Center will hold an open house for residents over 55 years of age from 1PM to 4PM. They will serve refreshments and host a Blue Grass Band.
Selectman Littell moved to adjourn the meeting at 7:03 p.m.
Selectman Blessington seconded the motion.
